Jim graduated from Gallia Academy High School and attended Crawfordsville Indiana Business School where he studied telegraph operation. He worked at the Western Union office in Gallipolis Ohio delivering telegraphs. He served as a Patrolman with the Gallipolis Police Department and as a Deputy Sheriff under Sheriff's George Ehman, Oscar Baird and Denver Walker in Gallia County, Ohio. He was the Chief Security Officer for the State of Ohio at the Gallipolis State Institution and was the former manager of the City Loan in Gallipolis and Pomeroy, Ohio.

Jim was the owner of Jim Baldwin Fine Guns in Gallipolis. He was a lifetime member of the National Rifle Association and the Ohio Gun Collector's Association. He was a 50 year member of the Morning Dawn Lodge #7 of the Free Accepted Masons of Gallipolis and Aladdin Temple Shrine of Columbus and Ancient and Accepted Scottish Rites of the Valley of Columbus.

He was a longtime member of the Elizabeth Chapel Church. He is survived by his wife and two sons.

Services were held on May 27, 2017 at the Willis Funeral Home at 12 Garfield Avenue in Gallipolis, Ohio.
