Elmer LeRoy Baker, was County Superintendent of Schools in the 1940s, for Carter County and also wrote poems and books, He was the under sheriff in Carter County for Sheriff, Watterson in the mid 1950s. He was a friend of United States Deputy Marshal Bob Hutchins who was a Marshal For Judge Isaac Parker at Fort Smith,Arkansas, after his retirement from law inforcement Mr Hutchins and Mr Baker got together and wrote a biography of Mr Hutchins career as a peace officer called Gunmans Territory. Mr Baker also wrote Law ot the primitave which was Illistrated by his sister Minnie,(pen name Mitchell McCallie).
