Joseph D. 'Papa Joe' Callis Sr. was retired from the Columbia Police Department, with the rank of Captain. He was a member of the Fraternal Order of Police, Illinois Police Association, Southern Illinois Police Chiefs Association, and was a retired firearms instructor for SILEC. He was also a member of American Legion Post 581, Columbia Blue Lodge #474 A.F. & A.M., Columbia Volunteer Fire Department - Retired, and a life member of the NRA. He had served in the U.S. Army, and was a Veteran of the Korean War.
