The son of John Dickey, he worked as a sailor before the Civil War and afterward listed his occupation as that of moulder. His whereabouts in 1860 is unknown, but he may have been residing either in Montgomery or Schuylkill County. He stood 5' 6" tall and had brown hair and blue eyes.

A Civil War veteran, he allegedly first enlisted with a group from Schuylkill County and mustered into federal service at Harrisburg April 26, 1861, as a private with Co. D, 16th Pennsylvania Infantry, and honorably discharged with his company July 30, 1861, although he is not found in the company register. He then enlisted in Harrisburg August 6, 1862, mustered into federal service there August 8 as a private with Co. B, 127th Pennsylvania Infantry (his obituary erroneously claims Co. I, 137th Pa Inf), and honorably discharged with his company May 29, 1863. He last enlisted in Harrisburg February 24, 1864, mustered into federal service there February 26 as a private with Co. I, 46th Pennsylvania Infantry, and honorably discharged with his company July 16, 1865.

Between enlistments, he married Irish-born Katherine Dewireand fathered Edward T. (b. 05/14/64). Returning to Harrisburg, he was a member of Hartranft Post No. 58, G.A.R., and died there from "angina pectoris" with "senility" a contributing factor.
