A native of Peoria, IL, Owens was a 1998 graduate of Illinois Valley Central High School. He joined the Navy in 1998 and received his special warfare training in Coronado, CA. He was killed in a US military raid on an al-Qaeda compound in Yemen. Ryan, as he was known, was assigned to an East Coast-based Special Warfare unit, Seal Team 6. Among his military awards and decorations were the Silver Star; Enlisted Special Warfare Specialist; Basic Parachutist badge; Navy/Marine Corps Medal; Bronze Star w/Combat “V” (2); Bronze Star; Joint Service Commendation Medal w/Combat “V” (2); Navy/Marine Corps Commendation Medal (2); Joint Service Achievement Medal; Navy/Marine Corps Achievement Medal (3); Combat Action Ribbon; Joint Meritorious Unit Award (2); Good Conduct Medal (6); Presidential Unit Citation (3); National Defense Service Medal; Afghanistan Campaign Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; and Sea Service Deployment Ribbon (8). He was posthumously promoted to the rank of Senior Chief Petty Officer.

He was predeceased by his mother, Patricia Ann Westefer Treutle. He was survived by his father; his wife; three children; two brothers; and a sister.

Interment on February 22, 2017.
