The daughter of Robert Hopkins and Margaret Paschall, Ann Paschall Hopkins was born in Philadelphia in 1807. She married Joseph P. Biddle in Philadelphia on April 7, 1831, having two children, Joseph P. Biddle, Jr. and Elizabeth M. Biddle, before Joseph died at the age of 34, in 1935. Ann did not remarry but lived with her two children and her widowed mother in Kingsessing, in Ward 22 of Philadelphia, working as a dressmaker and taking in boarders. She passed away in Philadelphia at the age of 94 and is buried at Saint James of Kingsessing Churchyard.
