Born in Lewis County, Kentucky, he was the son of the late Zolar and Fannie Meade Cooper. He was a farmer and a veteran of World War II, serving in the U.S. Army.
In addition to his parents, he was preceded in death by his wife Gladys Buckner Cooper on October 17, 1989 and two brothers, Charlie and Arthur Cooper.
At the time of his passing, he was survived by one son, Harold Cooper of Dayton, Texas; five daughters: Phyllis Holbrook, Judy Gilkison and Donna Patton all of Mansfield, Ohio, Betty Brooks of Bucyrus, Ohio and Naomi Aungst of Galion, Ohio.
Also surviving at the time of his death were two brothers, Willard Cooper of Mt. Olivet, Kentucky and Junior Cooper of Tollesboro, Kentucky; two sisters, Stella McClesse of Maysville, Kentucky and Della Claxton of Dallas, Texas.
Funeral services were conducted at 1 PM on July 6, 1990 at the Adams Plank Enterprise Baptist Church with Rev. Addie Wagoner, Russell Reynolds, and Fred Buckner officiating. Burial followed in the Williams Cemetery with full military rites conducted by Morehead American Legion Post Number 126. Members of the American Legion also served as pallbearers.
