We only can conjecture from census records that she was born ca. 1826 or so. Morgan's 2nd wife, Susan, filed for widow's pension that same year. In that application, she says "his former wife died on or about October 1878", but we see her in the 1880 census. She also says, "husband Stephen Morgan Bailey died on the first day of April 1889."
It makes sense that Rebecca would be buried here beside her husband Morgan, father of all their children. She is apparently in an unmarked grave. Their children listed in the claim for pension were Cordelia, Joseph Mannon, Sarah Ann, Tressie, Wilson, Zebulon, John Wesley, Lovada and Martha. Names were confirmed by their Aunt Margaret Tipton.
