Fenton was born in West Prince County, P.E.I. on March 4, 1926 in West Devon to Alfreda (née Chappell) and John P. Boylan. Fenton married Ruby Milligan on June 21, 1949 and from their union four children were born [Brian, Carl, Ronnie and Terry]. ~
Fenton was a veteran of World War II.
