Norma was the daughter of James Harry "Jay" & Anna May (Hutton) Moore. She was the wife of Gail McHaffie. She raised her brother James Hutton Moore's children after his sudden death at the age of 27.

She also was a Principal, School Teacher, Organist & the town's Avon Lady. She was a big hearted, gentle soul that cared for her adopted children and her mother. Her husband was a Dairy Farmer in Hookstown, PA and they lived separately as she cared for her children and mother in Pughtown, later called New Manchester, in WV. After the farm was sold, Gail and Norma resided together with their son James until they both died.
