The suspect, Daniel Williams Jr, 39, a disbarred lawyer from Mississippi, entered the court building at 4th and F Street NW. Mr. Williams made his way to the offices of the Board of Admissions and Grievances of the DC Bar Association and shot two civilians, one fatally when he became enraged over a $125.00 refund. After the shooting, Williams fled down the street.
Officer Estes of the First Precinct, known as the "Mayor of Ninth Street" and an unarmed guard approached Williams and tried to wrestle the gun away from him. Williams then shot the guard in the mouth and Officer Estes twice in the chest.
As Officer Estes was dying, he drew his weapon and shot the suspect four times.
Officer Estes funeral was held at Hysong's Funeral Home with an eulogy by the Reverend Elmer Lucas of the Union Baptist Church in Arlington, Virginia.
Mr. Williams was charged with First Degree Murder and on November 5, 1947, was found to be of an unsound mind by the jury, and was committed to a mental institution.

Officer Estes married Mary V. Reubush on April 30, 1916 in Mercer West Virginia. It is unknown if this was Officer Estes only marriage.
