Leonard was born and grew up in Oklahoma. The son of C. Frank Banks and Hattie “Lee” Banks. He married Ada Myrtle Billingsley in 1955. They had no children. They made their home in Kansas City KS where Leonard worked for the railroad for many years as a baggageman for KCT Railway. He passed away and is buried in the KC area along with his wife, Ada. Leonard had several siblings: Elzie, Essie, Dovie, and Sylvan F.
