Richard is survived by his wife of 32 years, Mary Anne Swan; brother, Larry Swan; daughter, Debbie Swan; and stepson Kevin Leckman and his wife, Christy.
Richard was a truck driver for the construction industry for many years. He resided at Diamond Lake as Water and Sewer Commissioner.
A visitation will be held on Wednesday and Thursday from 9: 00 a.m. to 5:00 p.m. at RIPLINGER FUNERAL HOME AND CREMATORY, 4305 N. DIVISION, SPOKANE, WA 99207 (www.riplingerfuneralhome.com).
