US Congressman. A member of the Republican Party, he served in the US House of Representatives from Iowa's 5th congressional district for two consecutive terms, from March 1869 until March 1873. Born Francis Wayland Palmer, he moved to Jamestown, New York with his parents and became a printer. In 1854 he entered politics when he was elected to the New York State Assembly. Four years later, he moved to Dubuque, Iowa and later to Des Moines, Iowa where he became involved with several newspapers. In 1868 he was elected to Congress, succeeding Grenville M. Dodge, but chose not to run in 1872 and moved to Chicago, Illinois where he was appointed postmaster of the city by President Rutherford B. Hayes, serving from 1877 until 1885. Later, he served as Public Printer of the United States from 1889 until 1894 and again from 1897 until 1905. He died at the age of 80.
