Flora was born and raised in Edmunds, Maine, the youngest of four siblings. Father (Samuel H. Smith, DOB Dec. 1860), a sea captain, died aboard his ship while she was young. She gave birth to Clyde D. Smith before relocating to the Brewer, Maine area to work as a housekeeper.

Gertrude (Smith) Leathers arranged for her to work for her widowed father (Wilber Smith) in Orrington, where she met and married his son, Franklin Wilber Smith on Dec. 18, 1924. They had two children together: Carrie Ella (Smith) Young (DOB Sept. 20, 1925), and Eugene Franklin Smith (DOB Feb. 1, 1939).

Her mother, Martha Jane (Cox) Smith (DOB Feb. 1868), often stayed with her and died in the Smith Family home on Field's Pond Road in Orrington but is buried in Edmunds.
