Russell was born in Chatham, Illinois the son of Charles Henry Hovey and Anna Geannette Hewitt. He married Grace Elizabeth Johnson June 12, 1930 in Springfield, Il. They had six children. He retired from G.M. & O. Railroad in 1971 after 46 years.
