Marvin was born in Cherokee, Oklahoma to Claude Daniel Wampler and Twila Margaret Bobbitt. He was the second of five siblings.

Marvin joined the Marine Corps and served his country in World War II. After the war he graduated from the College of Idaho and became a school teacher. It was during one of his early school teaching jobs that he met his future wife, Helen Doumit, in Astoria, Oregon. He received his Masters and Doctorate degrees from Stanford University. He worked for the Las Vegas School District and Northern Arizona University before becoming the Executive Dean at California State University Fresno in 1969, where he worked for 21 years. Rotary was a big part of his life, he was the past president of the Fig Garden Rotary Club, and later a member of the Truckee, CA Rotary Club.

He is survived by his wife of 60 years, Helen, his sisters Myrna Coon, and Glenda Samuelson, his son Michael Wampler and wife Cynthia, daughter Jennifer Peterson and husband Steven, son James Wampler and wife Lynn, grandchildren: Ross Wampler, Christopher Peterson and wife Katie, Morgan Gomez and husband Jeffrey, John Wampler and Sarah Wampler.

He was preceded in death by his parents, his brother Lewis Wampler, sister Laura Albright, and grandson Andrew Peterson.
