James was the son of Eliza (nee Campbell) and William Walker.

James was originally buried at Monument Cemetery, however in 1955, all remains were relocated to Lawnview. (Reportedly, all the original tombstones were removed and dumped in the Delaware River, as support for the construction of the Betsy Ross Bridge. Supposedly some can still be seen at low tide.)
