United States Coast Guard Admiral. A 1957 graduate of the United States Coast Guard Academy, Kime was first assigned to the USCGC Casco until 1960 when he was re-assigned to commander of Loren Station at Wake Island. After graduating from the Massachusetts Institute of Technology with a degree in naval architecture and marine engineering in 1964, Kime was sent to the US Coast Guard headquarters to serve as a negotiator in the Merchant Marine Technical and Naval Engineering Divisions. In 1977, he graduated from the Industrial College of the Armed Forces and was made Assistant Chief of the Merchant Marine Technical Division. A year later, he left Coast Guard headquarters to serve as Captain of the Port of Baltimore only to return in 1981 as Deputy Chief of the Officer of Marine Environment and Systems. In 1982, he was appointed Chief of Operations of the Seventh Coast Guard District based in Florida until 1984. In 1986, he was appointed Chief of the Office of Marine Safety, Security, and Environment Protection and served as head of the United States delegation to the International Maritime Organization. In May of 1990, Admiral Kime was appointed to serve as the 19th Commandant of the United States Coast Guard, a post he held until his retirement in 1994. During his time as commandant, he would be chiefly responsible for implementing the Oil Pollution Act of 1990 as leading the US Coast Guard in the cleanup operations of the 1989 Exxon Valdez oil spill in Alaska. Over his career, Admiral Kime was awarded numerous Coast Guard medals and ribbons as well as five Meritorious Service Medals, the Legion of Merit, and the 1993 United Nations World Maritime Prize.
