Cliff was the middle child of the seven children born to Clifford and Martha Steen.
Eventually, his parents separated. When his father died in 1942, his father had been living with his younger brother (Cliff Jr.'s uncle).
Cliff's mother Martha remarried a widower who had two children, and whose wife and eldest child had died in March and April 1935.
Cliff was raised with his two step-brothers, Monte Stubenhofer and William Stubenhofer.
He enlisted into the U.S. Army on October 23, 1945 at Pittsburgh, Pennsylvania. Military records showed that he had a grammar school education, and that prior to military service he had worked as a driver (of either a bus, taxi, truck or tractor, according to the military occupation categories).
He served in the U.S. Army in France in World War II, where he received the Victory Medal for his services transporting men and supplies to various posts. He worked for many years for the New York Central Railroad and East Erie Commercial Railroad before retiring to California in 2002.
He married Carmella Cocco when she was a widow raising four young children. They had one chlld together, and the five children were raised together in one household.
Carmella ran the household while Cliff worked on the railroad. Their children grew up and all but one moved away from Erie, Pennsylvania.
In their old age, Cliff and Carmella moved to southern California, and spent the rest of their years living in the homes of three of their daughters.
