Strphen was the son of Jacob and J. Drada (Sargent) Waggoner

Stephen married Margaret McGrew about 1835 in Sullivan County Indiana. They had thirteen children, 7 sons & 6 daughters. This was a statement made by Stephen to a reporter for the Chase Register at the wedding of his youngest child, Lousia S. Waggoner-Lansing and printed in the paper and also printed in a book by Florence Kloxin , "Chase, America". Margaret Waggoner's memorial has an update on Appleton City Cemetery which was moved.
