Billie Ruth was born in Durant, OK on October 17, 1925 to Henry Blackburn and Ruth Crowell Blackburn. She died on January 17, 2016 in Austin, Texas.

She graduated from Austin High School in 1943 and went to work as a bookkeeper for Western Union Telegraph. She retired as chief bookkeeper after 29 years. She was a member for over 50 years of both Prince of Peace Lutheran Church and Beta Sigma Phi Sorority.

On September 26, 1958 she married Benno Wisian, Jr., and they were married over 48 years until his death on November 15, 2006. After Benno retired from the Austin Fire Department they enjoyed traveling and active activities with family, friends, church and sorority.

She is preceded in death by her parents, husband, brother, Henry Blackburn Jr., and step-mother Beulious.

She is survived by two sisters, Kathy Martin of Humble and Patsy and husband Carl Brandon of Baytown; four brothers, Stanley and wife Yvonne Blackburn of Pasadena and Sargent, Texas, Wesley and wife Jean Blackburn of Mont Belvieu, Glynn and wife Arlene Blackburn of Normangee, and Malcolm and wife Natalie Blackburn of Platte City, MO ; and many nieces and nephews and greats from both sides of the family.

Visitation will be held at Cook- Walden/Capital Parks Funeral Home, 14501 North Interstate 35, Pflugerville. Funeral services will be in the funeral home chapel. She will be laid to rest at Cook- Walden/Capital Parks Cemetery.
