James L. Garrard was a professional soldier. He served 27 years in the U.S. Cavalry.

James first enlisted in Paris, KY on April 8, 1899 and was assigned to Company M. 10th U.S. Cavalry. In 1900 he was assigned to the Cavalry Staff at Holquin Field, Cuba he was 20 and single. In 1905 he was assigned to the Cavalry Detachment at the U.S. Military Academy West Point. He served there until his retirement in the rank of Sergeant on Aug 11, 1926.

In the 1930 census of Highland Falls, NY James was listed as 50 years old born in KY residing with his wife Ida age 52 also born in KY and his niece Jennie Harris age 34 born in KY. In the 1940 census they were residing in the same house as in 1930. They were living alone age 60 and 61.

When he died in Paris, KY on Dec 10, 1949 his death certificate stated he was born in 1880 the son of Eddie Garrard and Henrietta Woods.

On Jan 30, 1950 his wife Ida K. Garrard of 826 West St., Paris, KY applied for a government headstone for James and in August one was shipped to Cedar Heights Cemetery, Paris, IL then known as the African Cemetery in Paris to mark his grave as a veteran.
