U.S. Congressman. He taught school while studying law and became a lawyer in 1846, practicing first in Patrick County and later in Henry County. In the 1850s and 1860s he served as Justice of the Peace and Presiding Judge of the Henry County Court. A Unionist during the Civil War, Booker served in the Virginia House of Delegates from 1865 to 1867. Running as a Republican he won election as state Attorney General in 1868 and resigned to run for Congress when Virginia was readmitted to the Union in 1869. He won election to the US House as a Conservative and served a partial term, January 1870 to March 3, 1871. After completing his term in Congress Booker resumed the practice of law in Martinsville, and served again in the House of Delegates from 1871 to 1873.
