He was born May 2, 1925 to William Marion Gates and Mary Ellen Decker Gates in Callao, Missouri. At the age of six he moved with his parents to Phoenix, Arizona, where he grew up. Following graduation from high school, Philip joined the US Naval Reserve, and in July 1943 he enrolled at the University of Texas in Austin as a trainee in the Navy V-12 program. There he met Doris 'Judy' McAtee, whom he married November 1, 1945.

From November 1945 until July 1946 he served as an officer on small craft in the Pacific, based first at Treasure Island, San Francisco and then at Pearl Harbor, Hawaii.

After his Navy service, Philip completed his degree at the University of Texas, obtaining a BS in Naval Science and Tactics. He obtained a law degree from the University of Texas School of Law in 1949.

Philip and Judy moved to Columbus in 1949. He practiced law in Columbus for more than 60 years, joining the firm, which became Hodges, Moore and Gates and now is Gates, Stein, Gillespie and Trefny. He was highly regarded both by his clients and by his fellow lawyers.

Philip was a member of the board of directors of Columbus State Bank from 1980 until his death. From 1990 he served as Chairman of the Board and then as Chairman Emeritus.

He was active in Columbus community life, serving as city attorney for many years. He was also a keen photographer, golfer, hunter and, in later life, bird watcher. He was devoted to a succession of Labradors: Joe, Honey and Annabel.
