Samuel was the son of Thomas Phillips and Lydia Whitford of Exeter, Rhode Island. He was married to Tryphena Hoxsie, the daughter of Hon. Joseph and Elizabeth Hoxsie. In addition to two infant sons buried with them, Samuel and Tryphena appeared to have had two other sons, based on census records. Their children:

* son, b. and d. 1840

* son, b. and d. 1841

* Edwin H., b. 1844, with parents in 1850, 1860, and 1875

* Charles T., b. 1850, with parents in 1860, 1870, and 1875
