James was the son of Nicholas "Nick" Kepper and Lydia "Lid" Byrd.

His mother died in December 1917 following the birth of her youngest child, Mary, around September 1917.

In July 1918, James and his siblings were taken to the Illinois Soldier's Orphan's Home where they reflected in the 1920 census, and their father is found living in a boarding house and working in the coal mines in Peoria.

His father would die in the Chester State Hospital for the Insane sometime after the 1940 census.

In 1930, at age 20, James was a Private in the US Army, Troop E, 2nd Cavalry, stationed at Ft. Riley, Kansas.

James married Dorothy Margarite Cockerham, daughter of James Willis Cockerham and Nellie Ellen Skelding, on 31 May 1932 in Des Moines, Polk County, Iowa. Performed by: A.J. Bessinger, Minister of the Gospel. Martha Mae Burgett and John O'Hara, witnesses.

To this union one child would be born, James Harold Kepper.

Following their marriage, James and Dorothy would remove to his native Illinois where they would reside in Lacon, Marshall County, Illinois.

His death record indicates his occupation as an Army volunteer.

He was 26-years of age.
