Higher education administrator and innovator. Dr. Frank C. Abbott was the first Executive Director, Colorado Commission on Higher Education (CCHE) serving from 1965 to 1977. Staff member, Western Interstate Commission for Higher Education (WICHE), from 1984 to 1992. BA (1942), MPA (1949), Cornell University; PhD, Harvard University (1956); Thesis: Public Policy-Making in Higher Education: A Study of the Regents of the University of the State of New York. Publications included: Frank Curtis Abbott Reports, 1946-1948 [includes seven reports concerning the organization and administration of Cornell University wriiten by Abbott while he was employed as an administrative assistant first to Provost Arthur S.
