Joseph was the youngest son of Basil Wells Stephens and Sarah Ann Reddick. There were 6 children in the family.
(Basil was born in MO. At the age of 18, joined a party freighting goods from Independence, MO to Chihuahua, Mexico, in the spring and returning in the fall of the same year. He 1850, he went to CA. After mining for 2 years with good success, he returned to Mo and purchased cattle , He had several cattle drives from Mo to CA. Finally he was married to Sarah A Reddick on Feb 9, 1859 and settled down on his ranch near Winters, where he raise stock and farming, Then he moved to Woodland in 1887 . )
1. Sterling Price Stephens 1861-1931 He married twice. He married Elizabeth Beatrice Delew on Jul 6. 1898 in Sacramento, CA. They had 3 children. Then He married Laura Elliott on April 30, 1884 in Alameda California They had 2 children.
2. Robert #. Lee Stephens 1864-1947 He married Martha Sarah Baker on Sep 22, 1885 in Solano County , CA. They have 2 children
3. Elizabeth Belle Stephens- 1867-1955 She married twice. First to William Robert Ballard on Oct 23. 1884 in Yolo , County, CA. They had 4 boys. Her 3rd son Robert Lester died from lockjaw at the age of 14. (He received a wound in his hand from a toy pistol on July 4th and 9 days later he got Lockjaw. ) Then she married to James Gilmore Ramsey in 1905 . When she passed away , she was bury to Dixon Cemetery, by her second husband.
4. Nellie Stephens 1870-1955 She married Ivan N Moore on Dec 24, 1921 in Alameda, CA. No children.
5. Catherine F. Stephens- 1871-1957 She married Richard Aubrey Sparks on Oct 18,1888 in Dixon, CA. Richard was a well known rancher. They had 3 sons,
Joseph was a member of the State Board of Prison Terms and Paroles. He had been prominent in banking circles for 30 Years . He been identified with the Fort Sutter National Bank prior to rorganinzing the banking institution of which he is president. He was the city treasurer. He married Mary Edna Little on Jun 28, 1896 in Dixon CA.
Mary Edna Little was the daughter of Stephen Little and and Olivia. She was born on May 29, 1877 in Dixon and died on Aug 10, 1939 in Sacramento, CA. They had 2 boys.

He married to Winnett. They had 2 sons, Samuel Stephens and Michael Stephens
