Elsie was the daughter of Emily and Lawrence Cootey; sister of Laura, Mary, Own, Hattie, Alice, Bertha, Thomas, Emma and Ada Cootey.

At the time of the 1860 census, the family was living in Barnard, Windsor County, Vermont.

By 1900, Elsie was married to William Shaw, living in San Francisco, CA, and had three children: Katharine E. (Shaw) Eggert (26, widowed), William H. (24), and Bertha Shaw (22).

Elsie and William were still living in San Francisco in 1910. None of their children were living at home.

By 1920, Elsie was widowed and continued living in San Francisco until her death. She was residing at the Kensington Hotel, San Francisco, died at Mt. Zion Hospital, San Francisco, and was laid to rest at Olivet Memorial Park on August 18, 1932.

Arrangements were made by her daughter, Mrs. Frank (Katharine) Stewart, of Mare Island, CA.
