He was born and raised in the Beech Grove community of Jonesville, VA, the son of the late Lee and Louise Minor. He enlisted in the U.S. Army in 1962 and was a member of the elite Military Police Honor Guard, 529th Military Police Company in Heidelberg, Germany. He served with the U.S. Army Criminal Investigation Command with service in Vietnam, Hawaii, and the National Capitol Region as a Special Agent and later, as a polygraph examiner. In 1978, after completing his Master’s degree at the University of Baltimore, he left the U.S. Army and became the FBI's Chief Polygraph Examiner. He was responsible for the FBI’s polygraph training program and testing, to include oversight and quality control. In 1987, he opened a private office in Fairfax, VA, and conducted polygraph examinations and background investigations. In 2004, he moved back to Beech Grove, Jonesville, and continued to work until his illness.
Other than his parents he was preceded in death by a sister, Roberta Grubb.
A graveside service and interment will be in the Snodgrass-Minor Cemetery in Beech Grove. Military honors presented by the Wise County Veteran’s Organization and the Gate City Honors Team.
