Francis (Frank) Leon Bisbee of Warrensburg was an official of the State Department of Public Works in Warren County for nearly half a century. He was the son of Harlow and Louise Holmes Bisbee. Part of his life he spent in Howard, Kansas. He began work with the state in 1902 and was involved in or in charge of highway maintenance in ten other counties before being permanently placed in Warrensburg. From 1914 to 1949 when he retired, Mr. Bisbee was in charge of both highway construction and maintenance in Warren County. He was a licensed professional engineer and land surveyor. He was instrumental in developing the Warrensburg water system and the Warrensburg Recreational Field. His membership included : Washington Lodge 85 F & A.M., Warrensburg Kiwanis, Odd Fellows Lodge of Binghamton, Warrensburg Central School Board, Warrensburg Volunteer Fire Company, Warrensburg Fire Commission (Chairman), Warrensburg Cemetery Commission and during W.W.II was Director of Civil Defense and in charge of rationing fuel oil. He married Maud M. Winters of Plattsburgh, N.Y. on October 23, 1907 who died in 1950. Survivors: Two daughters, Mrs. Robert H. Kelly (Dorothy) of Cazenovia and Miss Patricia Bisbee of Warrensburg, a sister Mrs. Millard Austin (Cora Ina) of South New Berlin, two granddaughters Roberta Lee and Susan Ann Kelly, a nephew Harlow, and three nieces, Esther (Brooks), Helen (Austin), and Mildred (Silliman). A daughter, Frances Bisbee died in 1936.
