He was born August 12, 1927 in Sparkman, AR to Jesse Amos Leamons and Mary Alice (Mann) Leamons.
Spence was a Corporate Attorney for Stephens Production and for 26 years he was Chairman of the Arkansas Oil and Gas Commission. He was a graduate of Henderson State University in Arkadelphia, and received his law degree from the University of Arkansas Law School. Spence was a veteran of the U.S. Navy and was a member of First United Methodist Church.
He was preceded in death by his brother, Norman Leamons.
Spence is survived by his wife, Louise; two daughters, Charlotte White and Pam Brooks both of Fort Smith; two grandchildren, Jess and Adam Shaffer and six great-grandchildren.
Memorial service will be 11:00 AM Wednesday, September 16, 2015 in Edwards Funeral Home Chapel. Services and cremation are under the direction of Edwards Funeral Home.
