Daughter of A. L. Fogus and Stillie Mitchell, she married Charles Alexander Dillard 11-15-1868 in New Glasgow, son of Rev. James Monroe Dillard and Mary Elizabeth Mundy.
In an effort to kindle a fire in her home, Frances Dillard's clothing accidently caught fire and she was severely burned. She is buried at the home of her aunt Martha Mitchell Mays. According to family tradition the body could not be taken across the swellen Tye River for burial in the Dillard Family Graveyard.
