He was born in Colorado Springs, Colorado, to Samuel Lewis and Pearl M. Ware Bates. He married LaVilla Waters on January 14, 1932, in Ottumwa.
Cecil was employed at Iowa-Illinois Gas and Electric for 30 years, retiring in 1976. He was a U.S. Army veteran of World War II and member of the American Legion, Veterans of Foreign Wars and a life-time member of the Wapello County Sheriff's Reserve.
He was survived by his wife, a son, six daughters, 19 grandchildren, including two who were raised in the home, and 10 great-grandchildren.
He was preceded in death by a son, Wayne Stanlee; two granddaughters; his parents; two brothers, Lawrence and Alvin; and two sisters, Florence Barrett and Irene Hathaway.
