A son of William Sydney and Florida Scarborough, Hugh was the husband of 'Beal' Oxsheer.

He attended the University of Texas in 1909; the Alumni register for 1917 lists him as a member of the Elks and the Glen Garden Country Club, and notes he was then living at 919 Sixth Avenue in Fort Worth.

A retail merchant, he was married to Mary B. Oxsheer by 1929, when they appear in the city directory for Fort Worth, residing with her parents, Mary (Beal) and Fountain G. Oxsheer.

He and his wife inherited the home her father had built at 1119 Pennsylvania Avenue and continued to reside there for many years.

Hugh and Beal had no known children. He survived his wife by many years and his niece, Mrs. Leo Fikes, was the informant on his death certificate.
