Charles "Frank" Ross was born in Missouri to Charles W. Ross and Rebecca Ramsey. He married Annie Belle Witham on July 31, 1892 and they had the following children: Lissie E. (adopted), William Frank, Sarah Pearl, Hazel Gertrude, Charles Albert and Chester Howard. His wife, Annie Belle, was killed by a passenger train on January 19, 1905 in Ash Hill, Missouri.

He married Queen Tinny Jackson May 17, 1905 in Butler County, Missouri and they moved to Memphis, TN where they lived out the remainder of their lives.
