Samuel Wesley was the son of Thomas and Georgiana Dugger.
On 24 Nov 1892 he married Alydia "Annie" Bilyeu of Albany, daughter of Rebecca Ellen Massey and Martin Van Buren Bilyeu. They divorced, as Annie went on to marry at least 2 more times.

Annie's second husband was Frank Doran; they married in 1898 and Frank died in 1906. Interestingly, Annie had a son named Vere (probably nickname from Vernon) Doran who was born in 1893 in Scio, Oregon but the probate of the estate of Frank Doran states that he had no children. So perhaps Vere was actually Annie & Dugger's child, who took the last name of Doran, perhaps after Annie's 2nd husband died.
Annie's third husband was Nathan Stanford Young, Sr; they had a son Nathan Stanford Young, Jr.

In Dec. 1904 Samuel entered the military and trained at Fort William Henry Harrison in Montana. He died at Fort Bliss, Texas where he was a member of the military band, serving in the 7th US Calvary during WWI.

OBIT 1:

Funeral services for Sergt. Samuel W. Dugger, headquarters company, Seventh Cavalry, who died at the base hospital Saturday, were held from the Peak undertaking chapel at 9 o'clock, Tuesday morning.

The headquarters company of the regiment and the regimental band turned out to the funeral. The body was sent to West Scio, Oregon, for interment.

OBIT 2:

The remains of the late Samuel Dugger who died at a military hospital at Waco, Texas, after two operations for gallstones, will arrive in Albany, Saturday morning and will be immediately transferred to Scio, where the funeral will take place at 2 o'clock the same afternoon.

Mr. Dugger, who was the only remaining child of T. L. Dugger, editor of the Scio Tribune, was about 40 years old. He enlisted in the U. S. Regular Army about ten years ago at Vancouver and saw service in the Philippines. Upon the operation of his second enlistment, he reenlisted and was attached to the band in the regiment of which he was a member.

Mr. Dugger leaves a wife and two children. His sister died several years ago. He is a nephew of J. G. and W. W. Crawford, of this city.
