1948 Graduate of the United States Military Academy

Served in the Signal Corps with the 7th Division in Occupied Japan and then Korea, where he earned the Combat Infantryman Badge. After Korea he served with the Meteorology Branch Signal Corps Engineering Lab.

For 30 years after joining NASA, Bill was integral to the meteorological satellite program at the Goddard Space Flight Center, rising to associate director of Space and Earth Science

Elected a Fellow of the American Meteorologial Society, the American Geophysical Union and the American Association for the Advancement of Science. Recipient NASA's Exceptional Service Medal and Goddards Exceptional Service Award.

Eventually retired from the Army Reserves as a Major.

Survived by his wife and three children.
