The Records of the Church of Christ in Buxton, Maine, as well as the New England Historical and Genealogical Register, 96:177, "The Saco, Maine, Descendants of Nathaniel Billings of Concord, Massachusetts," records a 1788 marriage for Joseph Billings and Lydia Hobson, whom researchers believe to be the parents of Rebecca Billings.

Rebecca and her brother were born in Maine, but their four other known siblings were part of a larger group that traveled to Ohio and then Indiana in the early 1800s. It is speculated that it was in either Hamilton County, Ohio, or Union County, Indiana, that Rebecca married Morris Witham, part of the same group of migrants from New England. At about 18 years old, she was a dozen years younger than her farmer groom.

The couple was in Fayette County, Indiana, by the 1820 census, Union County by 1830, Porter County by 1840, and finally White County by 1850, where both passed away within a year of each other before the next census could come.

Morris and Rebecca are believed to have had the following children: Hetty Ann (aka Mehetabel, b. 1810, m. Charles Allen), James (b. 1811), Lydia (b. 1814, m. James Ray), Delila (b. 1816, m. Joel Kinzie), Joseph (b. 1820), Alfred Morris (b. 1821), Simon (b. 1824), William (b. 1826), Martha J. (b. 1828, m. Solomon Stanley), Rebecca (b. 1832, m. John E. Webster), and Edmond (b. 1833).
