A Civil War veteran, John L. Coover enlisted in Mechanicsburg, Cumberland County, June 15, 1863, and mustered into federal service at Harrisburg June 23 as a private with Co. D, 20th Pennsylvania Cavalry (181st Pa). He was promoted to corporal October 11, 1863, and honorably discharged with his company January 6, 1864. He also enlisted in Mechanicsburg July 18, 1864, and mustered in Harrisburg July 24 as a private with Co. I, 195th Pennsylvania Infantry, a 100-day regiment. He re-enlisted at Monocacy Junction, Frederick County, Maryland, with the one-year organization of the 195th Pennsylvania, this time in Co. B, and honorably discharged with his company June 21, 1865. At enlistment, he stood 5' 8" tall and had light hair and gray eyes.
