He was born on August 1, 1915 in Greene County the son of Noah and Marguerite (Ault) Harper.
He was a retired parts manager for Ralph Rogers and Co. and also worked at Crane during World War II.
Norval was a man dedicated to his wife and family, a long-time member of St. Paul's United Methodist Church and the Solsberry Masonic Lodge. He also enjoyed camping and bowling in his younger years.
He was proceeded in death by his loving wife of 64 years, Louella (Briles) Harper in 2000; three sisters, Icie Todd, May Gardner and Ada Harper; and five brothers, Elmer Harper, Randolph Harper, Clell Harper, Charlie Harper and Lowell Harper.
Burial will be at Valhalla Memory Gardens.
