Veteran Civil War, Sergeant, Company H, 35th PA Infantry Regiment (Co H 35th PA Inf, 6th PA Reserves, Tioga Invincibles); enlisted 22 Apr 1861 in Wellsboro, Tioga County PA where he was a student at Academy Hill school. Surviving Battles at Dranesville, South Mountain, and Antietam, he was wounded in the right shoulder at Fredericksburg, resulting in medical evacuation to Washington DC for care. He recovered in time for the Battle of Gettysburg at Roundtop, the high value southern flank. He then participated in the efforts to block Lee's attacks towards Washington leading to the Battle of the Wilderness where his unit was surrounded with high casualties. He moved on to Chancellorsville and Bethesda Church where he was wounded in the foot and taken prisoner on 30 May 1864. At first, he was placed in Libby Prison, but then transferred to Andersonville Prison from 16 Jun 1864 to 14 Sep 1864, and then moved on to Florence Prison when he was paroled on 9 Dec 1864 in terrible condition. But once again, he recovered quickly after a brief furlough home, and rejoined his unit for the surrender at Appomattox Court House. After the war, he briefly returned home in Tioga County PA, the son of William Devoe Bailey, a well known publisher. By 1868, he moved to Brooklyn NY and married Henrietta Graves (1829 - 1922) of Limerick Ireland on 3 Dec 1868. By 1870 they moved to Williamsport PA and became the parents of Henrietta Marcellus Bailey (1870 - 1927). From there, they migrated to Bellefonte and Rebersburg PA, then Galesburg IL. There is was active in commerce, politics, and the community. But in the end, apparently falling on hard times, he, his wife, and child became residents of soldier's homes until their death. Occupation: Merchant. Died in Illinois Soldiers and Sailors Home Hospital.
