Son of Thomas and Sally Hughes Armer. His family came to Waller County, Texas in 1870 with three thousand dollars in gold that his father may have absconded with after the Civil War. Joe married Sarah Frances "Sallie" Smith in 1880. Her burial place is unknown, but she died in Conroe, Texas 1906. She was the daughter of William H Smith and Florence Elizabeth Stephenson Smith.

Joe and Sallie had eight children: James, Leonard, Annie Ella, William, Gertrude, Ethel Mae, Thomas, Joseph Jr.

Joe's second wife was Carrie Kimball, but it was a brief and unhappy marriage, probably due to Joe. However, he met Carrie at the Baptist Temple in the Heights, of which he was a founding member. After years of being a bounder, he returned to Houston in his old age, maybe because Carrie was there.
