Howard was born on March 16, 1913 in Minneapolis, MN, to Howard John and Elizabeth Jane (Carroll) Segur, and in 1923, moved with his parents to California where he had resided since.
Howard was one of the founding members of the Bay Cities Racing Association (BCRA), where he owned a car for many years and had such drivers as Norm Rapp, Bert Moreland and Tommy Morrow behind the wheel.
In 1986 he was honored by being inducted into the BCRA Hall-of-Fame. In his later years he became a member of the Western Racing Association (WRA), where he participated in racing his antique sprint car throughout California with Walt James, Bill King and Norm Rapp driving for him.
A thrill of a lifetime occurred for him in 1994 when legendary actor and race car driver Paul Newman got into the seat of his antique sprint car and hot lapped it at Willow Springs Speedway in Willow Springs, CA.
