Mr Carter was a retired battalion chief with the Richmond Fire Bureau. Appointed to the bureau in 1953. Retired in 1979. Also served in the Navy during WWII. He was a member of St. Johns Masonic Lodge and of the Moose Lodge, Colonial Beach. Survived by his wife, Naomi M. Carter; two daughters, Patricia L. Carter of Richmond and Mrs. Rebecca C. Young of Virginia Beach; his father, Ottie V. Carter Sr. of Richmond; and four brothers, T. Alvin Carter and Eddie Carter, both of Richmond; Earl Carter of South Carolinia, and Willie V. Carter of Florida.
