In the early 1940s, J. C. and Mattie moved to the LaGrange area, where they lived on Towns Road near Mountville.

LaGrange Daily News, 8 January 1946: Mrs. C. J. Powell Dies At Hospital. Mrs. C. J. Powell, 38, of Roanoke, Alabama, died early this morning at City-County Hospital. Funeral arrangements will be announced later by Hunter-Owen funeral home. Surviving are her husband, C. J. Powell, Roanoke, Alabama; four daughters, Mrs. I. V. Brazeal, New York City; Miss Elsie Lee Powell, Miss Belle M. Powell, Miss Cecil Ann Powell, all of LaGrange; four sons, Freeman Powell, Frank Powell, Ronald Powell, and Bobby Ray Powell, all of LaGrange; two sisters, Miss Gladys Skinner and Mrs. Ollie Day, Carrollton; three brothers, Marion Skinner, Franklin, Clyde Skinner, Tennessee, and Loyd Skinner, Alabama; her mother, Mrs. I. W. Skinner, Tennessee.

Children of James C. Powell and Mattie Lee Skinner were: Lucy I. V. Powell (born 8 January 1927); Hazel Powell (born 1 December 1928); Elsie Lee Powell; William Freeman Powell (born 11 May 1932); Belle Marie Powell (born 1 December 1934); Theodore Powell (born 23 May 1936); Franklin Delano Roosevelt Powell (born 24 May 1936); Ronald Edward Powell; Bobby Ray Powell; Cecile Ann Powell (born 25 July 1942).

Two infant children, Hazel and Theodore, are believed to be buried beside Mattie.
