He was a son of War of 1812 Soldier, Joseph Neeley and Elizabeth Houston.

He married Nancy Olive Ayers on Feb. 12, 1835 in Pike County, Illinois. After the death of Burgess, Nancy Olive Ayers married Isaac Pryor on Jan. 14, 1847 in Pike County, Illinois. She died in 1883 in Big Creek, Sebastian County, Arkansas.

He served as a Private in Capt. Ozias Hale's Company, 4th Regiment, 3rd Bridgade, of Illinois Mounted Volunteers, called into service of the United States, on the requistion of Gen. Henry Atkinson, by the Governor's proclamation dated May 15, 1832. Mustered out Aug. 16, 1832. Enrolled June 19, 1832. This company was made up of men from Pike County, Illinois.
