Steptoe Blackwell was the son of James Blackwell (Lt., Fauquier Co. Militia, Rev. War) & Ann Blackwell who left Fauquier County, Va. in 1785 for Jefferson County, Ky. Steptoe Blackwell was the grandson of Samuel & Elizabeth (Steptoe) Blackwell of "Walnut Lodge" in Northumberland Co., Va. It was from his paternal grandmother's maiden name that he obtained his given name.

Steptoe Blackwell possessed a pre-1825 land grant in Washington Parish, Louisiana on the Pushepatapa Creek that his brother, Thornton's family, inherited from him. Steptoe Blackwell had become a successful merchant in New Orleans. He never married and left his inheritance to his sisters and sisters-in-law. In his will he also liberated his slave, Nancy, leaving her an inheritance to care for her family.

"Steptoe Blackwell, a native of the State of Virginia, aged about 65 years, late a merchant residing in this city, Died therein on the 4th of this present month of October at about 9 o'clock P.M. at his domicile situated in the suburb Delone on Apollan Street ..."

On Dec. 31, 1836 the Executor of Steptoe Blackwell's will paid cash to H. Blakley for a marble tombstone in the sum of twenty dollars.
