William was born in New York, New York. In 1858 at the age of 16, he received U.S. Seaman's Certificate. He served as an engineer (3rd assistant and 2nd assistant) in the U.S. Navy aboard the ships "Keystone State" and "Florida" from July 5, 1861 to Jan. 21, 1868. He was buried on Nov. 20, 1898.
